Build Linux on M1 with macOS

Working on the rust-for-linux project, I wanted to have a way to develop the linux kernel on my daily driver MPB 13” with the M1 chip. (In the optimal case without requiring an internet connection, and being as energy efficient and fast as possible.) What I did before getting linux to build on macOS CLion Some time ago, I just used the CLion IDE from jetbrains.
